Seamless Academic Migration: Equivalence of Boards Framework
Ensuring a seamless, transparent, and fair academic migration path for students transitioning into Meghalaya’s educational ecosystem.
In alignment with the National Education Policy (NEP) and the national PARAKH guidelines, this platform establishes standardized benchmarks to evaluate and recognize secondary (Class 10) and senior secondary (Class 12) certifications from various school education boards across India.
Key Update (2026 Conference Resolution): As finalized during the SCERT “STATE LEVEL CONFERENCE ON THE IMPLEMENTATION OF THE PARAKH PORTAL 2026”, structural and academic equivalence within the state is determined through rigorous syllabus mapping and strict adherence to standardized eligibility benchmarks.
This collaborative framework removes unnecessary administrative barriers, allowing eligible students to transition smoothly into local schools, higher education institutions, or seek state government employment without delay.
The Two Pillars of Academic Equivalence
To maintain high academic standards while ensuring student mobility, equivalence for any recognized national or state board is granted based on two fundamental pillars:
- Syllabus Mapping: The core curriculum of the applicant board for Class 10 and Class 12 must map seamlessly to national frameworks.
- Eligibility & Benchmark Standards: The curriculum and assessment patterns are strictly benchmarked against:
- NCERT Syllabus: As followed by the Central Board of Secondary Education (CBSE).
- NIOS Syllabus: (National Institute of Open Schooling) for open and distance learning pathways.
Boards meeting these syllabus-matching thresholds are granted mutual recognition within the state’s educational ecosystem.

Statutory Mandate & Quality Assurance for Private Boards
To expand quality educational choices while safeguarding student interests, the State Council of Educational Research and Training (SCERT), along with DERT Meghalaya, is empowered to evaluate private schooling boards.
Statutory Mandate
- Operational Approval: SCERT/DERT Meghalaya reserves the formal authority to grant approval to private boards seeking to operate or register certifications within the geographical jurisdiction of the state.
Quality Assurance Criteria
Approval is strictly merit-based and will only be granted if the private board satisfies comprehensive quality parameters, including:
- Complete transparency in institutional governance and examination evaluation.
- Curriculum parity with the NCERT/CBSE/NIOS pedagogical standards.
- Robust digital infrastructure and verifiable student tracking mechanisms.
- Fair assessment models that explicitly test competency rather than rote memorization.
Notice: Private boards failing to maintain these high-quality benchmarks will face immediate non-recognition or de-affiliation within the state.

Universities Conducting School Certificate Courses
An academic certificate for Class 10th or Class 12th issued directly by a University is legally valid and recognized if the university itself was established by the State or Central Government through one of three legal frameworks:
- An Act of Parliament: Central Universities empowered by national legislation to run school-level divisions.
- A State Legislature Act: State Universities authorized by local state legislation to offer intermediate/secondary programs.
- An Executive Order / Gazette Notification: Institutions granted Deemed-to-be-University status under Section 3 of the UGC Act, 1956, with approved school education boards.
| All Class 10 and Class 12 certificates issued by Central and State Government universities (including government-established deemed universities) constituted under an Act of Parliament or a State Legislature are recognized as valid by the State Council of Educational Research and Training (SCERT) and DERT, Meghalaya. Conversely, credentials issued by private state universities, autonomous colleges, and privately owned deemed universities are excluded from automatic recognition and remain subject to strict, case-by-case scrutiny in compliance with the directives of the Department of School Education and Literacy (Ministry of Education, Govt. of India) and the State Government of Meghalaya. |
