Ensuring transparency, fairness, and standardized mobility for students transitioning between different state, national, and international school boards.
In alignment with the National Education Policy (NEP) and national PARAKH guidelines, the Directorate of Educational Research and Training (DERT) along with SCERT Meghalaya establishes standardized benchmarks to evaluate and recognize secondary (Class 10) and senior secondary (Class 12) certifications.
This framework eliminates administrative barriers, allowing students migrating into Meghalaya’s educational ecosystem—or local students seeking admissions and employment nationally—to have their academic credits universally recognized. Structural and academic equivalence is determined through objective evaluation metrics, rigorous syllabus mapping, and adherence to standardized national eligibility benchmarks.
Dual Pillars of Board Standardization
To grant mutual recognition to an applicant national or state board, SCERT Meghalaya evaluates performance against two fundamental pillars:
Syllabus Mapping: The core curriculum of the applicant board for Class 10 and Class 12 must map seamlessly to national frameworks, ensuring no critical learning gaps exist.
Eligibility & Benchmark Standards: Curriculum, course rigor, and assessment patterns are strictly benchmarked against:
- NCERT Syllabus: As followed by the Central Board of Secondary Education (CBSE) for mainstream academic pathways.
- NIOS Syllabus: (National Institute of Open Schooling) for open, distance, and flexible learning pathways.

Approval, Registration, and Quality Auditing of Private Boards
To expand high-quality educational choices within the state while firmly safeguarding student and parent interests, the Government of Meghalaya empowers SCERT/DERT to evaluate, approve, and register private schooling boards.
Statutory Mandate: SCERT Meghalaya reserves the sole authority to grant formal operational approval to private or alternative boards seeking to offer certifications within the geographical jurisdiction of the State of Meghalaya.
Quality Assurance Criteria
Approval to operate is strictly merit-based. Private boards will only be granted registration if they satisfy comprehensive quality parameters:
- Governance Transparency: Absolute clarity in institutional administration and examination evaluation processes.
- Pedagogical Parity: Strict curriculum alignment with NCERT/CBSE/NIOS educational standards.
- Digital Infrastructure: A robust, secure digital system with verifiable student tracking and credit accumulation mechanisms.
- Competency Assessments: Fair evaluation models that explicitly test higher-order thinking and practical application.
Private boards failing to maintain these quality benchmarks will face immediate non-recognition, de-affiliation, or operational suspension within the state.
